David O'Neil

CEO

David O’Neil is a graduate of Wichita Falls High School and obtained his Bachelor of Business Administration from Midwestern State University in 1984.
In 2022, he assumed a position at the Wichita Falls Food Bank and subsequently became the Chief Executive Officer in March 2023, after a distinguished 39-year career in the banking sector.

Cassandra Barraza

Cassandra Barraza

Community Partner Director

Cassandra was born and raised in Glendale, Arizona. She has built a diverse career across the United States, accumulating over nine years of experience as an inspector in the oil and gas industry. In 2019, she became a Certified Weld Inspector, which honed her expertise in quality assurance and compliance. Her work in this field allowed her to travel extensively, where she gained valuable insights and skills that contributed to enhancing operational efficiency.

Megan McGowan

Megan McGowan

Nutrition Services Director

Megan brings a unique blend of culinary expertise, healthcare experience, and nutrition coaching to her role as the Nutrition Services Director at the Wichita Falls Area Food Bank. After attending culinary school, she managed special diets at a boarding school, ensuring that students with dietary restrictions had access to healthy and delicious meal options.

Andrew Wolf

Andrew Wolf

Grants Director

As the Grants Director, Andrew is responsible for managing and maintaining all formal grant requests and bequests, overseeing the end-to-end process. He also monitors all financial and impact statistics for the food bank. Andrew designs proposals and budgets tailored to program and organizational needs, with a focus on creating sustainable approaches to reduce local hunger through both immediate and preventative solutions for the community. Raised on a dairy farm in Windthorst, he has a unique understanding of the challenges faced by rural communities.

Jim McMahan

Jim McMahan

Child Hunger Director

Jim boasts an impressive 13-year tenure in the transportation industry, where he honed his skills across various key operations, including Warehouse Management, Dispatching, Delivery Coordination, Billing, Claims Handling, Customer Service, Sales, and Accounts Receivable. For the last nine years of his career in this field, he held significant supervisory and management roles, demonstrating his leadership capabilities and operational acumen.

Rusty Williams

Rusty Williams

Operations Director

Rusty Williams was born and raised in North Texas, where he cultivated his strong work ethic and family values. After graduating from Seymour High School, he made the pivotal move to Wichita Falls in 1995. It was there that he began his career with the Wichita Falls Area Food Bank, initially taking on a role that would lead him to become the Warehouse Manager.

Bryan Miller

Bryan Miller

Food Sourcing Manager

Bryan Miller serves as the Food Sourcing Manager and Food Procurement Officer at the Wichita Falls Area Food Bank (WFAFB). He was born and raised in Wichita Falls, Texas, and graduated from Hirschi High School before earning a Bachelor of Science degree from Midwestern State University.

Julie Nawrocki

Julie Nawrocki

Director of Philanthropy

Julie Nawrocki is originally from the northern suburbs of Chicago and later relocated to Texas. She earned her degree in Marketing Communications, specializing in Public Relations, from Columbia College.

Zachary Graham

Zachary Graham

Marketing Director


Zachary Graham grew up in Nocona, Texas, where he developed a passion for filmmaking. He studied Emerging Media and Communications at the University of Texas at Dallas, where he delved into storytelling and technology. Over the past decade, Zachary has refined his skills in the ever-evolving field of marketing, with a strong emphasis on video production.
